I have a SURFboard SB5120 cable modem. Is there a way I can set it as a
signal generator for cable and component testing?

No.

The CMTS tells it at what frequency to transmit, and then it's a digitally
modulated carrier. You would need a couple of grand worth of equipment to
read it. Aslo, it can transmit only in the 5-42MHz bandwidth.

Why not just get something like a "Dark Meter System"
