My new HP d4890y Vista based computer came with an OEM Nvidia GeForce 7500LE
graphics card. I would like to know if this card varies the fan speed
according to temperature or other loading. How does one tell? I did search
for this, but have not found a definitive answer. Thanks!

Basically all current (and even the not so current) Nvidia GPUs support
fan control, some via variable voltages, most via PWM (pulse width
modulation). But it comes to the board maker to implement fan control.
Some do, some don't and just connect the fan to a fixed voltage to save
a few pennies/cents. Sometimes fan control is implemented but the BIOS
locks the fan control on a certain level.
So as Mr. E Solved! already said it depends on your gfx card...
