Can one read a dvd disk in a cd-rom drive?

No. DVD uses shorter wavelength laser than the one used in cd-rom for
narrower track to pack more data.

no. different size and number of "grroves" for the data. most computer
dvd writers have both a cd laser and a separate dvd laser - that's hw
they can read and write both cd and dvd.
