My 965P-DS3 boots up in a way that is different from all my computers prior.
When the power button is pushed on, the hard drives spin up and the fans get
a slight voltage. After about 2 seconds, the rest of the computer turns on
and the fans get full voltage, and everything works normally. All the comps
I've seen prior turn everything on at once. Is this soft-boot some special
feature brought on by the new ATX specification? Or have things been this
way for a long time and I'm just out of the loop? Or is my mobo a weird
one?

I considered that, too, but I had good luck with my previous build under
this same PSU without this weird boot-up behavior.

It's not normal; the issue may well be in the power supply, not the
motherboard.

Well, all of the voltages ... as well as the "power good" signal (the
motherboard isn't SUPPOSED to start until this indicates all voltages up
and stable) all come from the power supply, not the motherboard. All
that the motherboard does is tell the power supply to turn on or off.

It doesn't seem to be the PSU. I replaced the 965P with a MSI P6N, which is
stable, better-behaved, the audio works properly, and I don't lose my OC
settings upon each reboot. I'm done with buying used.

Here's a wild guess...you OC settings are too high.

It had this behavior while OCing or not.
