I've always purchased OEM (generally at computer shows) but as I'm
outside the US currently, I'm buying OEM, online (newegg, where else?)
It doesn't say on the package... do the dual-proc AMD retail packages
come with a heatsink?

Just fitted one - not too noisy for the fan, but haven't figured out
how/if Cool'n'Quiet works or even if it 'runs'.

Not necessarily. I found out before I bought mine (someone here filled me
in), that "WOF" means, "without fan".
....and that a number of AMD retail packages are marked that way,
particularly the socket F.
This apparently is so because the socket F (and others?), takes one of 2
different types of heatsinks/fans depending on the
mainboard.

I know the retail version does include a heat sink. Often OEM means
bare bones, no cables, no manuals, no retail box, no extras. You can
always email newegg and ask! I found buying both CPU and fan together
saves a little $ than buying separately.

I found that a major advantage of the boxed versions (CPU + fan in a
box) is the longer warranty period.
