I have ADSL with a tier 1 ISP, alledgedly at 512 kbps download.
When I scrutinise my transfers, they peak at 51700 bytes/sec
This is about 80% of 512 kbps.
Why is it so? Does the "speed" mean data rate or does it
include error-correction codes?

(I doubt telephone line is dud, as I got 52 kbps with a
dialup modem 10 days ago.)
