What is the best motherboard to use for the following:

My current desktop does not have PCI-Express or Serial ATA ports.

I want to upgrade my desktop to support a PCI-Express slot (DVI
support for my new LCD monitor) and a serial ATA hard drive. Is there
a motherboard you would recommend?

Can I keep my current processor? I have a 1.6 GHz Pentium 4. Or should
I also upgrade the processor?

Also keep in mind that I want to build with a small form factor and
possibly use the computer in India, therefore may have to change the
power supply from 110v to 240v.
