Now, I know this isn't the killer video card range by any stretch of the
imagination, but I think it should be relatively powerful enough. I just
don't know if the functionality exists in this card though. I've
upgraded to the latest Catalyst 7.4 drivers, and I was under the
impression that these drivers will allow you to encode/decode the H.264
video through the GPU rather than the CPU.
First, is this feature really available on these drivers? Second, if so,
then is it available on my particular generation of GPU? Assuming that,
then is there a special video codec that needs to run to make use of the
GPU for H.264? Basically, how would I know that I'm using the GPU rather
than the CPU?

All the X1K cards X1300 and up support H.264 acceleration the same way, and
the functionality has been available in the drivers for more than a year.
What ATi had done is make the AVIVO API available to media player
developers. As of now only these two apps support it:
Cyberlink PowerDVD ($50) with HD264 Pack ($40) add-on:

Nero 7 Ultra ($80):

To *en*code or convert a video clip to H.264, use the AVIVO Video Converter.
http://ati.amd.com/support/drivers/xp/radeonxavivo-xp.html Once installed,
it is accessible only through CCC in "Basic" mode. The Converter doesn't
actually use the GPU; it checks for X1K hardware at startup only for
marketing reasons. The conversion quality is also about what you expect from
a software encoder running in the fastest mode...

All the x1000 series cards can use AVIVO which includes
the hardware acceleration for H.264

I think you are talking about the Cobra Encoder included in
AvivoXCode. It doesn't use the GPU any more than any other
similar software, the encoding is done using the CPU not the
GPU. It is very fast but not really ready for prime time.
ATI has made a version available for the X1000 series cards
and they artificially made it so it wouldn't normally work with
any other cards. There is a hacked version out that will run no
matter what card you have. I have used it with an x850xt pe.

As you can see they don't make it too easy to find.
Now if you really want to be able to use it, get a copy
of GraphEdit, so you can access the property pages of
the filters/codec that make up the encoder.

and the performance tab in task manager it should be obvious.
