I bought the Olympus sp-510uz. In user reviews, I read that
camera has image stabilier but it is not on by default, and I need
to turn it on manually. I roamed through menus, and cant find it.
It must be called something else, I can't figure what. Can anyone
tell me how it's called in these menus and how do I turn it on ?

The 510UZ does not have IS. It does have what Olympus calls "Digital
Image Stabilisation", which basically means it ramps up the ISO to try
to mainatin a reasonable hand-holding speed. Vaguely useful, but not
like 'real' IS.

It may work in one or two of the camera's modes by default, or look
for 'DIS' in the menus perhaps? or better yet, if it isn't in the user
guide (and I'll bet it is), drag out that CD-ROM that contains the
camera's full manual, and read it...
