You could try in a Vista news group, as there might be more people
with experience there.

Generally speaking, there are two ways to trigger a dial-up connection.
A user can connect manually, which means firing up the dialog when you
want to surf and the like. But, when you set up networking, there might
also have been a check box for "dial on demand" or "autodial". And what
that could mean, is any time the computer has a packet it wants to
send, that would be a good reason to try to dial out.

Modern computers are constantly probing their network connection,
to see whether the resources they think they need, are still there.
So, on a modern OS, it is quite likely, that if you selected a
"dial on demand" option, it would drive you nuts, as you describe.

The Microsoft KB recommends

"Start button, click Help and Support, and then
search for "dial-up connections."

Perhaps the details of the dial-up options are recorded there.
See if there is a purely manual option, as that might be less
annoying.

Here is another place to look - scroll down to "To configure autodial":

More likely ad-ware than viruses.

Of course, if you have things like "instant messaging" enabled, those
also will try connecting.
