First of all... is the bios working..?
When you power up do you get a single bleep from the bios... or can you access the bios screen, because if you can't nothing else will work..
After construction you need to set the MOBO links or DIL switches up for the FSB and CPU clocking speeds, then you need to set the bios up, but you will only do this if the bios is booting ok.
Only after this has been done can you install the operating system and then the mobo driver's and any other.
You will get bios booting with just the CPU, RAM and graphic card, getting this to work is your first goal.

That's why nothing is working....!
Check all the card's are inserted properly.... some can be very tight indeed, then check the mobo settings... as said you need to get the bios booting, you will be able to do this and get into bios set up screen with just the CPU, RAM and graphic card......
... so the problem is tied down to these item's and the mobo of course and dare I say bent or damaged pin's on the CPU.
You can forget the CD, DVD drives and the hard drive until after you are able to get the bios working.
So look's like a close inspection and a double check job.
What happens when you power up is, the bios does a test called POST (Power On Self Test) a fancy name for bios boot.. if all ok here it'll give a bleep (and you'll be able to access the bios screen if you wished) and then hands control over to the CPU, the CPU then tells the hard drive to load the windows and any start up programmes into RAM.... and away you go, your problem is that it is not getting to this stage.
For this explanation we have assumed the the hard drive as been formatted and an operating system installed etc.
After getting bios to work, you'll have to format the hard drive and install a operating system, then the mobo chipset drivers etc. the computer is now ready to be loaded with what programmes you like.

It's assumed that you have double checked that the mobo is fitted properly and all the fixing screws are fitted with nothing shorting out.
First of all,
Ensure that the CPU and FSB setting's on the mobo are correct, if that fails check the RAM and Graphic cards are inserted properly take them out and re-fit them.
If still no joy I would seriously consider checking the CPU, ensuring that it is fitted properly and any of the pins are not bent or damaged.
As said, you should get the board to boot with just the CPU, RAM and Graphic card - all else can be left out or disconnected.
If it still isn't booting, obviously one of these items is either faulty or damaged... and this includes the mobo, in which case you can only find out by substitution of the indivdual components.
It may have helped if you started the post telling what the line up is, make of mobo, CPU and RAM, Graphic card and Power supply unit.
We just have to get that bios booting first of all.
