I'm scanning and saving document as PDFs, and opening them with Adobe
8 Reader (the free version). I'd like to add comments and highlight
text in the PDFs and then save them, but the file security settings
say that Commenting is not allowed. Is this because I'm using Adobe 8
Reader, or do I have to do something to the file to enable
Commenting?

For the most part Adobe Reader is read only, you can open and read PDF files
but you generally can not change or write anything. Unless enabled by the
author of the PDF.

If you want to add comments to a PDF you must have the full Adobe Acrobat
PDF package.

There is an online version that allows you to create and write PDF files.

If you do not have the cash for Acrobat 8, then a low cost idea like
Foxit Reader Pro Pack might work for you. This will allow you to add
comments/highlight text and the price is $40.

The free Foxit Reader will allow commenting, but with evaluation
marks. That way you can see if it works for you.
