All the time I see "burst data rate" used as a measure for performance
of a tape drive, but I have never seen a clear definition in layman's
terms what this rate actually is.

Does anyone have a good definition that could be used when
communicating with customers on the performance specs of a tape drive?

Tape drives have internal read/write memory buffers. Burst rate is the
transfer rate between memory and the host computer across the SCSI bus,
without tape motion involved. Often you'll find it's close to the
theoretical limit of the SCSI bus. The value isn't worth much for
determining drive performance.
