I'm using a logitech STX cam & whenever i go into a chat room, I & others
can see a flashing white square on my video. This "square" appears to be
superimposed & is not coming from any sources or reflection in my room. I
rebooted & uninstalled/reinstalled the software/drivers & the problem
remains. Other than getting another cam are there any suggestions?

Check your settings. Specifically, toggle the flickr. I'd also check the
frequency to make sure that too is set right. You can find these settings
in the ADVANCED tab in the software.
