Should a AMD ATHLON XP3000 400Mhz cpu clock down to 333 if my board only
goes that high?
My system turns on for 3 seconds then turns off. Nothing on screen and I
have the latest bios. I can't get to the bios setup screen anyways. I know
the chip is good.

Hold down the <Insert> key while starting up - puts default values back
into the BIOS.

If Grahams suggestion does not work try this. Take the board out of the
case. Set the clear cmos jumper to clear. Remove the battery and let it
sit for 15 minutes. The put the battery back in and set the clear cmos
jumper back to the normal position. Lay the board on a non-conduct surface
and hook only the power supply and video card to it and the monitor to the
video card. Take a small flat blade screw driver and momentarily short the
power switch connector on the board. If you still don't get a display then
try another power supply. If still no go then either the cpu is bad or not
compatible or the motherboard is bad. Also note what the led display
indicates.
