What is the recomended procedure for cleaning a fingerprint off of a CD?
I know there are cleaning kits available, but I was hoping for a simple
household solution like a paper towel or a Kleenex with water, but I'm
unsure what would damage the surface or how to do it. How does cleaning
a CD differ from cleaning a phonograph record?

You got it in one.... a paper towel with a wee drop of washing up liquid moistened with warm water, or a squirt of clear window cleaner.

The disc itself is only a plastic coating.... the reading part is etched on the top side under the reflective top label..!

I have got bad scratches out of CDs with metal polish, Brasso or Silvo will work wonders, use elbow grease in a circular motion keep rubbing and applying until clear, rubbing in one area will form a pit or valley which should be avoided....
