I'm having strange sound problems and I was wondering if someone could help me out

I startup my computer normally and there's no sound. The volume control is gone.

In control panel > sound and multimedia I am told I have no playback devices.
In control panel > system > device manager > sound, video & game controllers however there is my sound device:

Creative AudioPCI ES1371/1373 WDM and I am told it's working properly.

HOWEVER, when I startup without System.ini the sound works fine, does anyone have any ideas what the problem could be or heard anything like this before?
