No, you do not need to buy a CD.
There should be a way for you to make the necessary restore CDs.
Check your documentation and/or call tech support for details.

From my limited experience with eMachines and their restore CDs, the eMachines
restore CD effectively wipes the hard drive clean and loads a clean version of
the operating system (Windows ME or XP, depending) including the drivers
necessary to make all the devices work correctly. In so doing, the restore CD
installs copies of all the files supplied by Microsoft with Windows XP to make
the devices work. Note that device support is limited by the capacity of a CD,
so some devices that you may install will require device driver disks,
installation disks, or downloads from the internet.
Under normal circumstances, you do not need a retail Windows XP CD, because the
restore performs the same function as a clean Windows install AND adds some
device support... Ben Myers

You do not need a retail version of XP. Should you add hardware or need a
configuration change, the files necessary are already on your machine.
Usually, but not always, located under c:\windows\options\cabs.

This assumes of course that you have a CD/DVD burner originally installed in |
your Emachine. |
