You can't "force a modem to use V.90 signaling". If your
circuit can't do V.90 (for example, because it contains
two codecs), then you CAN'T use V.90.

I have a telephone line simulator, so there are no codecs. I should be
able to force it.

Bob,

Not only can you not do V.90 on a two-codec circuit, you can't do it on
a ZERO-codec circuit either. You need exactly ONE codec in your circuit.

In more detail, here's what you need, in order to do V.90:

[analog V.90 modem]--two-wire line--[G.711 codec]--64K PCM--[V.90 digital modem]

One relatively simple setup to achieve a V.90 connection in lab will typically
involve using a channel bank:

[analog modem]--two-wire line--[channel bank]--channelized T1--[digital modem]
