To me, it looks like the computer is going into "power on suspend"
(s1) on boot. I have a generic case with lc-b300atx PS. When i power
on, the Power LED comes on for a second then turns off, the fans spin
up, and on the mobo, the ram LED goes on and the power LED blinks. The
monitor is blank and no beeps are audible. The manual says that the
ACPI led, one i dont have, should be blinking, im thinking the
blinking power light on the mobo means the same thing. The mobo has
wake up on keyboard support, but pressing the keyboard does nothing.
Thanks for any help. Pressing the power button doesnt turn it off, i
need to hold it for about 5 seconds before the fans stop and the power
led on the mobo stops blinking, the ram led stays on. This is the same
amount of time required to bring a suspended computer back from
standby.... Thanks.

Unplug PC, remove CMOS battery. Check manual or download the PDF
manual for the mobo. Normally there is a jumper near the battery that
you short to clear the CMOS. Put the battery back, plug in. It should
boot then to the BIOS defaults and you can make the correct changes
and then reboot. BTW, a bad PS can also give those same symptoms.
