I have an old ecs ks75a with a universal agp1.0 (2x/4x) slot (3.3v). Have
been running an old PCI video card. No problems. Have an extra Chaintech
GeForce2 MX400 AGP 2.0 video card, (1.5v). Plug it in and nothing but the
dreaded 8 beeps (computer doesn't boot). Apparently no power to the card
since the card's cooling fan doesn't even run. Card is seated well. Had
deleted all old drivers except for OS's generic VGA. Unplugged all other
PCI cards and cooling fans in case it was a power problem. Activated all
the stuff you're supposed to activate in the BIOS when you switch from a PCI
video card to an AGP video card. Changed back to the PCI card and computer
runs fine.

Question - I thought older 1.5v video cards were backwards compatible to
universal AGP1.0 slots. I guess this one is not, or is there something else
I am overlooking?

Any suggestions?

Thanks in advance.
